Instructions for Program Chairs


Dear Program Chairs,

Here are a few instructions and hints to help you assign papers for review. These instructions were written so that you can have this window open with the instructions in front of you while you navigate the website in the original window. When you see an instruction asking you to "click", "select" or "push a button", do so in the other window.


To Begin

We assume you have visited the Website and have a user account. Login to your personal account on the Website by clicking "Login here if you have a userid" in the "For program committee chairs and program-chairs" section of the home page. Every user will have a personal menu page generated for them, depending on their status within the conference. This is the page you see when you login or if you push the "Go to main menu" button on most pages.

From your main menu, you can view or edit your user record, or view, edit or create papers (please do not click "Create a new paper submission" after the deadline has passed).

Please make sure your personal user record is complete (see the Author FAQ for detailed information on the fields). You will find the commands to view and edit your user data about halfway down your main menu page.

As a program committee chair you have extra commands available:

Shows a list of all users registered with the 3DIM2001 technical papers web site, including authors, chairs, Program-Chairs and PC members (as long as they have filled in their user record). The list is sorted alphabetically by UserID and gives the full name, keywords and comments entered by each person. If you click on the UserID you will see the complete user record.
Shows a list of all papers under consideration for 3DIM2001, sorted by paper number. Incomplete records have now been hidden. Click on the paper number to see additional information, including time stamps.
Shows a short summary of number of papers submitted number assigned to each track. It also shows the distribution of papers in each track as entered by the authors.
Paper recommendations are the Program Committee records, entered and edited by the chair and program-chairs. This command shows a list of all the program-chair recommendation reports for all papers under consideration. The papers are sorted by recommendation number. This page shows the title, authors (and contact), owner of the paper (IDs of people who can edit the paper), paper comments, buttons for downloading a copy of the paper, the track to which the author submitted the paper, the track to which the paper was actually assigned. Click on the 'R' number to view the full recommendation record; click on "edit" to take a shortcut to the edit menu for the recommendation record; or click on "paper" to take a shortcut to the paper record.
These are your Program Committee records. You have two choices. The first gives you a list of all the program-chair recommendation reports that you are responsible for. The format is a slightly simplified version of the "Show all paper recommendations" command. Click on the 'R' number to view or edit the full recommendation record. The second choice provides more detail on each paper on a single page. The program chair sees all the tracks, listed by track, instead of these commands.
Shows an overall summary of the reviewing so far. For each track a list of papers is given along with the referee status (number of referees assigned, number of complete reviews, and number of review records that have been created but not marked complete). For each paper you will see the number of referee assignments and the number of reports: "X / Y", where X is the number of completed reports and Y is the number of total reports created (partial or complete). If a referee has not yet created a report record, the number of reports will not equal the number of assignments. Clicking on the paper number takes you to the program-chair recommendation for that paper to see which referees have not yet created a report. Summary data appears at the bottom of the page.
This menu only shows papers in your track. For each PC member to which you have assigned a paper, you will see a list of papers that you assigned to them and some summary information. Clicking on the paper number takes you to the program-chair recommendation for that paper. The PC chair does not have this menu choice.
Take a few minutes to look over the papers assigned to you.

If you have not already done so, download a copy of your papers to make sure you can view them. There are at least 3 copies of most papers: the one submitted by the author (PostScript, PDF); and PDF and PostScript (where appropriate) copies created here in our labs at NRC. If you are unable to use any of the copies please let us know ASAP.


Assigning Your Referees

Remember: each paper gets at least 3 reviewers.

Keep submissions confidential and transmit this requirement to your PC members.

To assign your referees, go back to either of the "Show paper assigned to Program-Chair ..." pages from your main menu and click on the paper recommendation number (e.g. the "R 6" button for paper 6). Click "Edit record".

Hint: You may record helpful notes in the "Optional Comments" at any time. They can be seen by any program-chairs (not explicitly excluded at the bottom of the page) who clicks the 'R' button.
Please do not change the track assignment; it is recoverable, but the record will disappear from your personal menus.

Click the "Select Referees" button (about halfway down the page). You will be taken to a second form where you can select your referees. Scroll down the list or use the Find command (they are sorted by last name).

Please choose at least three referees, which may include yourself.

Use reviewers only from your own PC whenever possible. The system will let you assign any reviewers from the whole pool, but only do this after prior consultation with the respective program-chair. (Alberto has the master list of who is on which PC). The "Show status of refereeing (by pcmember)" command will help you balance your load to PC members.

PC members can delegate the reviewing of a paper to a close colleague or student, but the PC member is still responsible for the review and should be familiar enough with the paper to be able to defend the review (see the PC member instructions for details).

Avoid conflicts of interest. This can be difficult to detect; you'll have to rely on your PC members to alert you of conflicts that you may not be aware of. Note that every paper authored by a track program-chair has been assigned to a different track.

Click the boxes next to the names to select them. When you have chosen all three names, click the "Submit Data" button at the bottom of the page. Verify that your information is correct.

Please send each of the members of your program committee a message telling them their assignments are ready. You do not need to send them their paper numbers or detailed instructions; this information is on the web. They have already received their account names and passwords by a separate e-mail.

Hint: Among the chairs and program-chairs, we are very open about our refereeing process. Unless explicitly excluded, all program-chairs have full access to all recommendation records. However, every entries are logged. You may use the "Show record history" button to monitor access to the records you are responsible for. Contact us immediately if you believe there is a problem.

Reviewing the paper

In many cases, program chairs will also fill out referee reports. See the PC member instructions for details.


Making Your Recommendation

Monitor the status of your PC members on either of the "Show status of refereeing..." pages. You are responsible for following-up with your PC members and making sure they have their reviews completed in time. (We suggest a date of January 20th as the latest possible date to have these reports complete.)

When all your referee reports for a paper are marked complete, you can then make your final recommendation. Read the referee reports (click "Report" under each name on the recommendation page).

Note: Each PC-member to whom you have assigned a paper will be able to view the recommendation record and all the reviews for that paper. (We have asked that they do not read the other reviews until they have completed their own, but it is not enforced.) You may use this feature as you see fit. Some examples are:

Formulate your recommendation and go to the same "Edit record" form that you went to when assigning referees. Click one of the radio buttons under "Recommendation" and if you have any comments for the rest of committee (particularly if you will not be at the meeting) enter them in the "Optional Comments" box. Comments are particularly important if the referees are making weak or contradictory recommendations or if your recommendation is for discussion. Detailed comments will help ensure a productive PC meeting.
